Why dont the American schools and colleges in America have?

ONLY 4 TESTS PER YEAR COINCIDING WITH 4 SEASONS. There are NO OTHER TESTS. Students are free to pursue what they want and they should not be overloaded with homework ignments. All schoolwork must be completed at the physical location of school.
